ACP Adds Two New Vice Presidents: Secretary Cottrell Propst from NM to Lead State Affairs; Fang to Run Campaign Communications

WASHINGTON, November 10, 2023 – The American Clean Power Association (ACP) today announced two new additions to the organization, one to run State Affairs and the other to lead Campaign Communications.  

Sarah Cottrell Propst, New Mexico’s Cabinet Secretary of the Energy, Minerals and Natural Resources Department, will join ACP as Vice President of State Affairs to lead a team of dedicated state affairs directors. In this role, Sarah will direct state advocacy strategy for the association during a time when record amounts of clean energy are being deployed in states across the U.S.  

“I have known Sarah for many years, and I am excited for her to bring her considerable policy and political expertise to ACP,” said JC Sandberg, ACP’s Chief Advocacy Officer. “Her deep understanding of energy policy and her ability to forge meaningful compromise will help us advance our state-level policy goals.” 

Cottrell Propst will bring her policy acumen to ACP from her current role as Cabinet Secretary of the Energy, Minerals, and Natural Resources Department in New Mexico. Her leadership in renewable energy policy at the Interwest Energy Alliance and in state government positions her as a natural fit to lead ACP’s state affairs. She assumes the role in January 2024. 

In addition, Sabrina Fang joins ACP as the new Vice President of Campaign Communications, effective November 15. In this newly created role, Fang will lead campaign communications efforts aimed at shaping the narrative around the benefits of clean energy. She will work closely with Sarah and her team and stakeholders around the country to tout the benefits of the industry. 

Fang comes to ACP with an extensive background in media relations, crisis communications, and strategic campaign management. In her previous roles at Patomak Global Partners, the National Venture Capital Association, the U.S. Chamber of Commerce, and the American Petroleum Institute, Fang led communications efforts through high-profile national events.

The additions of Fang and Cottrell Propst will support ACP’s mission to drive the clean energy expansion, marking a significant boost to the association’s capacity for national advocacy and state-level policy development.
